Recognition of Foreign Medical Degrees

The medical education in India is regulated by the Apex body ‘NATIONAL MEDICAL COMMISSION’ (website: www.nmc.org.in). The earlier body ‘Medical Council of India’ constituted under Indian Medical Council Act, 1956 was replaced by National Medical Commission vide The National Medical Commission Act, 2019, which came into force on 25.09.2020.

On 18.11.2021, two Notifications were issued by NMC which provide most important guidelines for the Indian students aspiring to pursue foreign medical education

The National Medical Commission has laid down the below conditions under Clause 4 of the Foreign Medical Graduate Licentiate Regulations, 2021, effective from 18-11-2021, which needs to be cross checked by every student or his parent before taking admission for abroad MBBS.

Abroad MBBS Course duration should not be less than 54 months (4.5 yrs);

Minimum Internship duration should be 12 months;

Internship should be done in the same foreign medical institution;

Medium of instruction should be English;

Mandatory subjects of NMC curriculum in Schedule-I should be covered;

Medical degree awarded shall get registered with the competent authority in that country;

The foreign medical graduate obtaining the final degree should have opportunity at par with domestic student to obtain license to practice medicine in that country.

The recognition of foreign medical degree depends on the above criteria. Aspiring student should seek proof of above compliances before taking admission.

If student joins any foreign medical institution not fulfilling above conditions, NMC treats medical degree obtained as invalid, and will not allow such students to appear in Screening Test /NExT. In conclusion, such students will be denied License/Registration to practice in India.

The National Medical Commission observes "there is operation of some unscrupulous agents working in tandem with the university issuing fake admission letters and indulging in various forms of cheating with Indian students." Besides, the Embassy of India received numerous complaints from the existing Indian students on worst conditions of studies in Armenia.
